Colac Otway Shire Council has a long-standing focus on improving digital services for its community. As more residents expect to complete transactions online, the council identified an opportunity to modernise an important part of the customer experience while strengthening security.

Residents completing council transactions were required to download and complete PDF forms, including entering payment details as part of the process.
