Oracle is one of the world's largest software and cloud infrastructure companies, founded in 1977 and headquartered in Austin, Texas. Its cloud platform covers business finance, human resources, procurement, customer service, and analytics. Oracle has a dedicated public sector team in Australia and New Zealand covering local, state, and federal government clients, and has been supplying Australian government organisations for decades.

Oracle has maintained a whole-of-government agreement with Australia's Digital Transformation Agency since 2020, providing a straightforward procurement pathway for all levels of Australian government including local councils. Oracle's cloud platform includes a government-grade region in Canberra that has been independently assessed at the Protected level under the Australian Signals Directorate's security framework and operates separately from its commercial cloud regions.

Oracle holds ISO 27001, SOC 2 Type II, and PCI DSS certifications. Its data centres in Sydney, Melbourne, and Canberra allow Australian councils to store and process data within Australia.
