Victorian State Government
Local Government Victoria (LGV) is the Victorian State Government agency responsible for supporting and regulating Victoria's 79 councils. Operating within the Department of Government Services, LGV sets the legislative and policy framework within which councils operate, oversees the Local Government Act 2020, and delivers programs that directly shape how councils invest in and use technology. LGV administers the Rural Councils Transformation Program, which has funded a number of smaller Victorian councils to replace legacy systems with modern platforms in this Marketplace. LGV also manages the Local Government Performance Reporting Framework, which requires all 79 Victorian councils to report annually against a standard set of indicators, creating a direct demand for integrated, accurate data across council systems. The Victorian Government's state purchase contracts and eServices register, managed by the Department of Government Services, support the broader technology procurement environment in which councils and their vendors operate. Data services such as EziAddress for property addressing and the state government's SPEAR system for statutory planning can be connected to council systems through SmartGlue where data feeds are available, supporting councils in meeting their state government obligations.
